1.0.1 为加强城镇排水管道维护的管理，规范排水管道维护作业的安全管理和技术操作，提高安全技术水平，保障排水管道维护作业人员的安全和健康，制定本规程。 1.0.2 本规程适用于城镇排水管道及其附属构筑物的维护安全作业。 1.0.3 本规程规定了城镇排水管道及附属构筑物维护安全作业的基本技术要求。当本规程与国家法律、行政法规的规定相抵触时，应按国家法律、行政法规的规定执行。 1.0.4 城镇排水管道维护作业除应符合本规程外，尚应符合国家现行有关标准的规定
